This independent page reprints what the city has published. It does not invent a mayor, a meeting date the clerk has not posted, or a packet of minutes.
What kind of city this is
Missouri fourth-class cities are governed by a mayor and a board of aldermen under RSMo Chapter 79. Noel’s posted code uses the word Alderpersons.

Mayor and board, elected
State law: mayor and board of aldermen are elected by the city’s voters. Default term is two years unless the city has adopted a different term by ordinance and vote. RSMo 79.050.

Wards
Fourth-class cities divide into at least two wards, with two aldermen elected from each ward. RSMo 79.060.

Municipal elections: first Tuesday after the first Monday in April. Mayor and one alderperson from each ward in odd years; one alderperson from each ward in even years. Two-year terms. Municipal Code §105.020, PDF the city uploaded October 2024.

The municipal code numbers three wards differently. Code §105.060 (same Oct 2024 PDF) describes Ward No. 1 (east of the Kansas City Southern railroad and north of Main Street), Ward No. 2 (west of that railroad), and Ward No. 3 (east of the railroad and south of Main). The staff page uses West / North / South. This site will not guess which name is which ward number.
Mayor
The official site does not currently name a sitting mayor.
The staff page lists alderpersons, a street superintendent, and wastewater management. It does not list a mayor. The City Information page fetched this cycle renders a heading and no body text — no mayor, no hours, no meeting night.

When the board meets
The standing schedule is in the municipal code the city posted. It is not a dated agenda, and it is not a Sunshine Law notice.
Regular session — Municipal Code §110.170. The Board of Alderpersons meets in the Council Room of City Hall at 7:00 p.m. on the second Tuesday of each month.
If that date is a holiday, the board sets another time by motion at the previous meeting. The board may skip a regular meeting, but at least one meeting (regular or special) must be held each calendar month.
Special meetings (§110.180): called by the mayor or any two board members, in writing to the city clerk, with notice under the city’s open-meetings chapter.

Missouri Sunshine Law requires notice of time, date, place, and a tentative agenda, posted at least 24 hours ahead (weekends and holidays when the facility is closed do not count). Recording of open meetings is allowed. RSMo 610.020.
